Establishment of the Committee

The Sectoral Committee on Water and Sanitation  was established on Thursday 5th October, 2017, pursuant to the provisions of the Standing Order 203(1).

Functions of the Committee

Pursuant to the Provisions of the Standing Order 203 (6), the functions of the Committee are to-

  1. Investigate, inquire into, and report on all matters relating to the mandate, management, activities, administration, operations and estimates of the department;
  2. Study the programme and policy objectives of the department and the effectiveness of the implementation;
  3. Study and review all county legislation referred to it;
  4. Study, assess and analyze the relative success of the department as measured by the results obtained as compared with their stated objectives;
  5. Investigate and inquire into all matters relating to the department as they may deem necessary, and as may be referred to them by the county assembly;
  6. To vet and report on all appointments where the constitution or any law requires the county assembly to approve, except those under standing order 196 (committee on appointments); and
  7. Make reports and recommendations to the county assembly as often as possible, including recommendation of proposed legislation.

Subject Area of the Committee

The Third Schedule to the County Assembly Standing Orders provides that the Committee is to consider all matters related to Water and sanitation services; water distribution, regulation, marketing and sewerage services.

In the execution of its mandate, the Committee is supported by the First Clerk Assistant, Ms. Jolinda Wangui, a non-partisan officer who serves all Committee members and representatives of all parties impartially. The Clerk Assistant operates under the direction of the Committee and its Chair, in line with applicable laws and the Standing Orders of the Assembly.

As a specialist in parliamentary procedure, practice, and evolving legislative frameworks, the Clerk Assistant provides timely and authoritative procedural advice to the Chair and members. She serves as the Committee’s central coordinator, organizer, and liaison, leveraging both in-person and digital platforms to ensure seamless communication and workflow.

The Clerk Assistant oversees the end-to-end management of Committee operations, including scheduling and facilitating meetings (physical, virtual, and hybrid), coordinating witnesses, and managing all logistical and procedural aspects of their appearances.

She delivers high-level administrative, technical, and knowledge support services, including the preparation and digital publication of Committee documents, and ensures accessibility of information through modern parliamentary systems. As the Committee’s institutional memory, she provides reliable, evidence-based research, analysis, and insights to inform decision-making.

Key outputs include briefing notes, structured work plans, proposed witness lists, analytical papers with guided lines of inquiry, background briefs, draft reports, media releases, and official correspondence.

The Clerk Assistant also supports members in the development of legislative proposals and amendments to Bills across all stages of the legislative process, including clause-by-clause consideration at the Committee Stage and review at the Report Stage.
