Subject: The Nairobi City County Government Revenue loses

THAT, aware that the Nairobi City County Government loses approximately Sh2 billion a month from unaccounted for revenue due to weak transaction records; NOTING that only 14 out of 136 revenue streams are automated with the rest being manual thus making it easy for officials to pocket money undetected; DEEPLY CONCERNED that before the Governor’s intervention about Sh14 million collected daily from the 14 streams while revenue from the other 122 could not be verified as they still use manual receipts; RECOGNIZING that the Governor has made every effort to fix revenue leakages and demanded time and again to know the revenues collected from Jambo Pay’s electronic payment platform for cash collections; OBSERVING that if the County does not fix all revenue leakages from the existing Jambo Pay platform and digitize all streams the County will continue to hemorrhage revenues; this ASSEMBLY urges the County Executive to revisit its contractual obligations with Jambo Pay with a view to eliminating loopholes or completely overhauling or terminating the Contract if necessary to ensure the County obtains value for money in its use of the Jambo Pay system for revenue collections.
