THAT, aware that the Nairobi City Governor on 24th July, 2014 launched an e-payment module at Laico Hotel which was meant to immensely streamline payments for services to help ease long queues at City Hall and improve revenue collections in the County; further aware that the County Government contracted M/s webtribe Limited through a contract No. NCC/ICT/RFP/114/2013-2014 at a Bid sum of Kshs. 23,200,000 and a recurrent operational cost of 4.5 percent of total actual revenue through Jambopay which raised audit queries by the Auditor General; concerned that the County Executive on one of the local daily newspapers has advertised for a reputable Bank to manage the critical function of cash collections in the County; noting that several bodies and individuals have raised concerns on loss of public monies through e-payment module in the County, this Assembly resolves that the County Executive do suspend with immediate effect the process of procuring a Bank to manage cash collections in the County before they clear the audit queries raised on the collection of revenue through Jambopay in the County.
