THAT, aware that the functions of Planning, Housing and land survey and mapping are vested to county governments pursuant to Paragraph 8 of Part Two of the Fourth Schedule to the Constitution; further aware that the Nairobi City County Planning Department has suffered critical management issues, organizational deficiencies and unfavorable socio-economic conditions that have led to poor urban planning and development; concerned that lack of efficient enforcement of building and planning regulations has led to environmental degradation, haphazard physical developments and increased levels of pollution across Nairobi; further noting that developers have taken to erecting structures on protected riparian lands and wetlands across the City with impunity, the result of which has been further degradation of the environment; this Assembly urges the County Government to henceforth require that all Architectural plans include full disclosure information of the site indicating whether the site is on riparian lands or its distance from wetlands.
