THAT, aware that every child has a right to free and compulsory education, basic nutrition and health care pursuant to Article 53 (1) (b) and (c) of the Constitution of Kenya; further aware that pre-primary education and childcare facilities are functions of the County Government pursuant to paragraph 9 of Part 2 of the Fourth Schedule to the Constitution; acknowledging that school feeding programs have been implemented in Kenya by the Government and Development Partners since 1960s with the aim of improving
the nutritional and health status of children and also improve enrollment,retention and performance in schools;
concerned that most children below fiveyears old suffer from stunted growth
which is caused by malnutrition, which reduces a child’s chances of survival and compromises cognitive development and physical capabilities both in childhood and later as an adult; noting that foodstuffs such as milk are a good source of high quality protein and calcium which reduces malnutrition in children, this Assembly urges the County Executive to introduce and implement school milk program for all public Early Childhood Education Centres in the County.
