THAT, aware that The Fourth Schedule of the Constitution provides for the apportionment of functions for the National and County levels of Governments; Further aware that the County Executive Department on Finance and Economic Planning plays a key role in the execution of resolutions of the Assembly and implementations of finance policies and plans; NOTING that H.E the President issued a decree urging the National and County Governments to clear all pending bills. Further noting that pending bills for the Nairobi City County has continued to hinder rolling out of new projects to impact positively on the lives of Nairobians; COGNIZANT that the County Government must incur recurrent expenditure with respect to remuneration of its workforce; CONCERNED that the Department of Finance and Economic Planning has had the highest turnover of holders of office of County Executive Committee Member;  Further concerned that the Governor’s public notice dated of Tuesday 25th February 2020 declaring Ms. Pauline Kahiga, Dr. Washington Makodingo and Ms. Winfred Gathangu as personae non gratae to the County Executive will paralyze the operations of the County Government and affect service delivery to Nairobians given their current roles in the finance management of the County. This Assembly adjourns pursuant to Standing Order 34 to discuss the state of affairs in the County Executive Department of Finance and Economic Planning and the net effect on the functioning of the County Government as a matter of definite County importance.
