THAT, aware that Article 43 (1) (a) of the Constitution of Kenya, 2010 provides that every person has the right to the highest attainable standards of health, which includes the right to health care services, including reproductive health care; APPRECIATING that Health Services including but not limited to; County health facilities and pharmacies, ambulance services and promotion of primary healthcare were devolved to the County Governments; FURTHER APPRECIATING that in provision of Health Services, Counties deploy the Community Health Workers (CHWS) who voluntarily interlinks the Communities and Health Service providers in providing preventive, promotional and rehabilitation healthcare to communities; CONCERNED that the Community Health Workers in the County lacks basic protective gears and tools to enable them effectively provide their voluntary health service to the Communities; FURTHER CONCERNED that the Community Health Workers in the County are technically incapacitated due to lack of trainings, seminars and other forms of exposures facilitated by the County Government; DISTURBED that communicable diseases are on the rise with no effective preventive and mitigated measures; this Assembly urges the County to move with speed and come up with a policy framework that will provide for Community Health Workers roles, operations and general welfare with an aim of improving their overall working conditions.
