THAT, aware that the functions of public entertainment and public amenities including liquor controlling, county recreation facilities and sports activities and facilities are vested to County Governments pursuant to paragraph 4 of Part Two of the Fourth schedule to the Constitution of Kenya; further aware that the National Government has banned weekend and holiday tuitions in schools; concerned that millions of school children are on holiday without any recreational facilities available to them, which makes them vulnerable to unintended exposure including drug and alcohol abuse; noting that over 2.2 million Kenyans are susceptible to alcohol and drugs; noting that used and poorly disposed alcoholic drinks containers are a principle source of alcohol abuse by youth; acknowledging that the National Government has several agencies such as National Authority for Campaign against Alcohol and Drug Abuse (NACADA) which is designated to coordinate implementation of various regulatory mechanisms; this Assembly urges the County Government;
- in conjunction with NACADA, parents, teachers and well-wishers to immediately prepare affordable holiday camps for school children in educational facilities within the County and ensure adequate facilitation and security; and
- to institute collection and appropriate disposal measures of all used alcoholic drinks containers.
