Subject: Liquor Control

THAT, aware that the functions of public entertainment and public amenities including liquor controlling, county recreation facilities and sports activities and facilities are vested to County Governments pursuant to paragraph 4 of Part Two of the Fourth schedule to the Constitution of Kenya; further aware that the National Government has banned weekend and holiday tuitions in schools; concerned that millions of school children are on holiday without any recreational facilities available to them, which makes them vulnerable to unintended exposure including drug and alcohol abuse; noting that over 2.2 million Kenyans are susceptible to alcohol and drugs; noting that used and poorly disposed alcoholic drinks containers are a principle source of alcohol abuse by youth; acknowledging that the National Government has several agencies such as National Authority for Campaign against Alcohol and Drug Abuse (NACADA) which is designated to coordinate implementation of various regulatory mechanisms; this Assembly urges the County Government;
  1. in conjunction with NACADA, parents, teachers and well-wishers to immediately prepare affordable holiday camps for school children in educational facilities within the County and ensure adequate facilitation and security; and
  2. to institute collection and appropriate disposal measures of all used alcoholic drinks containers.
