THAT, AWARE THAT, Article 187 of the Constitution, 2010 and Section 24 of the Intergovernmental Relations Act, 2012 allows for the transfer of functions and powers from one level of Government to another; further aware, that, on 25^th  February, 2020, an agreement was entered between the National Government and the County Government of Nairobi City transferring some of the functions of the County Government namely; County Health Services, County Transport Services, County Planning and Development Services and County Public Works, Utilities and Ancillary Services to the National Government. Further aware, that, pursuant to Article 5 of the Deed of Transfer of Functions Human Resource responsible for the implementation of the transferred functions shall be seconded from the County Government to the National Government, Cognizant of the fact, that, the affected County Staff have already been handed over to the Nairobi Metropolitan Services which is the implementing entity of the transferred functions, this Assembly consents with the secondment of County Staff to the National Government and further agrees with the  codification, realignment and ranking of the seconded staff by the  Nairobi Metropolitan Services and the Public Service Commission.
